The Department of Trade and Industry (DTI) has published the updated Suggested Retail Prices (SRPs) of basic necessities and prime commodities in major newspapers to guide consumers in their purchases at the same time to alert retailers nationwide to sell within the SRPs.

Based on the recent National Price Coordinating Council (NPCC) meeting, other government offices and industries cited the world price hikes on products and services as the main reason of price increases of goods in the country.

Several manufacturers of milk products, canned goods, noodles, and condiments, have notified the DTI a month ago on the price adjustments of their products, citing the increase in prices of raw materials and production costs as the major reason for the adjustments.

DTI Secretary Gregory L. Domingo reports, “DTI has looked into the adjusted SRPs of these select basic necessities and prime commodities and the results of the comparative price analysis showed that the planned price adjustments were reasonable. Thus, we have published the updated price guide for the information and guidance of producers, manufacturers, traders, dealers, sellers, retailers, and consumers.”

The SRPs are provided by manufacturers to set retail prices of products. The SRP serves as the widely published price of being certain products so the consumers can know whether the goods are over-priced or above the acceptable profit margin. It is different from price ceiling, which is the maximum price at which any basic necessity or prime commodity may be sold as imposed by the President upon the recommendation of the NPCC or the concerned implementing agency.

DTI Undersecretary for Consumer Welfare Zenaida C. Maglaya explains, “Whenever necessary, the implementing agency of certain basic necessities and prime commodities, such as DTI, may issue SRPs on products under its jurisdiction as stated in the Implementing Rules and Regulation of the Price Act (Sec. 4 of Rule II).”

“We are closely coordinating with the industry sector to ensure that there is proper notification and consultation prior to any adjustments in SRPs so as not to deny the businesses of their right to fair return of investments, at the same time to prevent unreasonable price increases on basic goods,” stresses Usec. Maglaya.

Any retailer found selling above the SRP shall be asked to explain the price hike and show cost of acquisition. If it turns out that the manufacturer or distributor was the one selling goods higher than the SRP, then DTI shall issue summons to these manufacturers or distributors to explain the increase in price.

An administrative fine of up to One Million Pesos (P1,000,000.00) shall be imposed for violation of the Republic Act 7581 or the Price Act subject to the circumstances provided after due notice and hearing. Criminal liability for illegal price manipulation may result to imprisonment of not more than 15 years and a maximum fine of P2,000,000.00.

The updated list of SRPs on basic necessities and prime commodities can also be downloaded at the DTI website thru www.dti.gov.ph.

DTI urges consumers to report any complaints on prices to DTI Direct 751.3330 or send your message through DTI<space>message and sending it to 2920 for both Globe and Smart subscribers.

Independent British fashion consultant Maureen Tomaney was resource speaker and facilitator to the recently concluded Fashion Definition Workshop held last 2-06 August at the Heritage Hotel in Pasay City, reported the Center for International Trade Expositions and Missions, an attached agency of the Department of Trade and Industry (DTI).

Tomaney is a Research Fellow in Ethical Issues and Fair Trade at Central Saint Martins in London , where she is involved in the creative side of the fashion industry as well as the advancement of sustainability in fashion and textiles.

“Fashion is not only about aesthetics, but most certainly also embracing the content. The designer’s role [becomes] more complex, being part of the effort of greening the fashion world,” said Tomaney, discussing an emerging sensibility for environmentally-sustainable fashion pieces before an audience of trailblazing fashion talents like Mich Dulce, JC Buendia, Jojie Lloren, Patrice Diaz, Amina Aranaz-Alunan, and Cristina “Twinkle” Ferraren.

“Slow fashion will develop from being a diffuse buzzword to signifying quality in production and product; [for example], in working to turn artisan crafts into fashion – and into profit for the locals – and to producing long lasting clothing,” she added.

The workshop, organized by CITEM in partnership with the British Council of the Philippines and the Garments and Textile Industry Development Office (GTIDO), is part of a three-month Merchandise Design Consultancy Program (MDCP) geared towards the further improvement of existing fashion exports to meet current global market demands, particularly pieces crafted from indigenous fibers and materials.

19 noted local fashion designers and fiber manufacturers participated in the event.

Developing a Philippine brand that is globally competitive was key as Tomaney discussed local, regional, and international fashion markets; forecasting trends in color, product and fabric; translating local skills into a sustainable market; and export facilitation and international value chain.

The fashion prototypes developed will be featured at the upcoming FASHIONation zone of the CITEM-led 52nd Manila F.A.M.E. International on 18-21 October. To be staged at three venues, namely: the World Trade Center, the Philippine Trade Training Center (PTTC), and the Philippine International Convention Center (PICC), Manila F.A.M.E. is the country’s premier trade event for design-driven pieces.

“Through workshops like this we equip our fashion designers in showcasing our designs and fibers to the world,” said Thelma Dumpit-Murillo, Deputy Executive Director of CITEM and Project Director for GTIDO-related projects within the agency. “With the continued support and cooperation between the public and private sectors, we hope our local talents will be given even more of the venues and opportunities that they need in order to grow and spread their wings.”

In 2005, total export earnings from local fiber manufacturers reached US$ 90.51 million, signifying rising demand for indigenous Philippine fibers like abaca (Manila hemp), piña (pineapple), and banana for their various uses and applications.

“[From the workshop] I learned processes of incorporating aesthetics with profit margins as well as the value chain. I was reminded by a realization that other designers are not competitors but are rather allies to make the world beautiful,” shared Curitthy Manzanero, representative from Shelmed Cottage Treasures, a local abaca exporter for over 30 years.

“I learned more about exporting and its technicalities,” said Mich Dulce. “We’re not as strong individually as when we are together as one. Government has an active role.”

A multi-awarded fashion designer, Dulce recently won the International Young Creative Entrepreneur (IYCE) award for fashion at the 2010 London Fashion Week, one of the most prestigious fashion trade events in the world.

“Before, I undervalued exporting. But now I realized that the Philippines is a brand and seeing Made in the Philippines is such a big consolation… Working together is important,” agreed JC Buendia, fashion designer to such high-profile personalities as Philippine President Benigno Aquino III and former president and current congresswoman Gloria Macapagal-Arroyo.

Buendia is also the current president of the Fashion Design Council of the Philippines (FDCP).

“This may be just a number but it adds up to our goal and effort to seriously address unemployment in the rural areas,” Martinez said, adding that employment facilitation is part of the 22-point labor and employment agenda of President Benigno S. Aquino III.

Martinez reported that 62 local companies and 22 licensed overseas recruitment agencies participated in the job fair caravan, which was attended by 1,103 job applicants. 85 of the applicants were instantly hired by zone locator American Power Corporation, while one applicant was hired by BPO giant Convergys.

Job fairs are staple programs of DOLE regional offices, which take advantage of the opportunity to also bring down to the local level relevant labor market information that will guide job applicants and employers in jobs with skills demanded by the labor market.

Martinez said that local and overseas employment of Cavitenos is also a priority agenda of Cavite governor Juanito Victor Remulla.

Secretary Rosalinda Dimapilis-Baldoz yesterday warned Filipinos planning to work in Malaysia about a recruitment scam being perpetrated through the Internet.

Baldoz aired the warning after receiving a report from the Philippine Overseas Labor Office (POLO) in Kuala Lumpur saying there are mails proliferating in the Internet on an alleged notice from the Immigration Department of Malaysia about its visa processing requirements.

“Such notices are a hoax and prospective workers for Malaysia should be very wary about answering these hoax emails,” Baldoz warned.

She explained that the alleged notice from the immigration authority is sent as an e-mail to a prospective applicant informing him of a pending appointment letter from a certain company, Mobil Oil Company, which allegedly requests for the processing of the applicant’s documents.

In a sample email received by a prospective applicant, labor attaché to Kuala Lumpur Hassan Gabra Jumdain said the email states that after securing all the necessary documents from the applicant, the processing of a visa or residence work permit would cost the worker a total of US$ 670.00 that the applicant should send through Western Union to an account name with a government office address in Kuala Lumpur.

“The email also indicates that the cost of pre-paid flight tickets will be shouldered by the host employer, in this case Mobil Oil Company,” Jumdain reported.

Baldoz enjoins prospective overseas Filipino workers to strictly observe precautionary measures pertaining to applications for overseas employment in Malaysia.

“They should only deal with licensed recruitment agencies posted at the Philippine Overseas Employment Administration website, www.poea.gov.ph or visit the POEA for advice. They should not be lured by sweet words from fixers and agents promising overseas jobs for a fee. Better still, they should immediately report illegal recruiters to government authorities,” she said, even as she warned illegal recruiters to stop plying their nefarious trade because the law will eventually catch up with them.

For further queries on overseas employment, call the POEA Hotline at Tel nos. 722-11-44 and 722-11-55.
